In 2017, the founding structure of VOWAS was that of an independent organization facilitating new economy services in all sectors and industries including government, military, public, non-profit, startups, small business and private organizations. Vouchers, Organized Workforce Aid, and Systems (VOWAS) was launched to coordinate the distribution of individual VOWAS benefits, and organizational VOWAS benefits, career grants, and other resources which are paid directly to activated VOWAS members and organizations. Organization leaders use Universal Standard Offerings (USO's) and ACES (Applicant Certified for Expedited Services) meetings to improve operational efficiency and improve work-life balances via re-engineering their organization's work week from a standard 40-hour work week to a 20-hour work week (plus overtime when necessary). To enable the highest data and communications trust levels possible, VOWAS enterprise contracts are split into three geographic zones.
- balance market and income inequalities stemming from traditional capital systems and economic frameworks
- balance disadvantages for individuals and organizations who do not have the necessary income to pay for the latest technologies, and/or have sufficient time to invest in skills enhancement
- balance disadvantages for organizations which do not have the necessary financial capital to provide higher wages, or the profit, revenue, or budget to invest in new systems and technologies which improve career satisfaction, performance, and/or production

Benefits PreparationEnsures that the data needed from individuals and organizations is properly formatted to provide readiness for the maximum amount of benefits and services requested by individuals organizations. Included is the divisions planned anticipations of the local markets supply/demand curves and the inflationary control parameters, as well as the implementation of the SAAS applications to speed organizational and household benefits application-to-benefits-utilization workflows.
Benefits DistributionEnables the benefits and services which the Benefits Preparation Division discerned can be distributed to the organization and individuals based on their independent qualifying factors, providing each with their maximal possible.
World Class Client CareProvides the highest possible levels of satisfaction for the VOWAS benefits and services individuals are receiving. There are a number of USA contracts for this division to facilitate services thru the year 2033 (the first and second Qualitative Phasing Rounds) ensuring successful utilization of VOWAS benefits and services.
